Supervision Statement

  • Doctor Ghislain Arbour is a Senior Lecturer at the Centre for Program Evaluation at the University of Melbourne in Australia. Prior to his current appointment, he performed a post-doctoral fellowship at the Evaluation Center at Western Michigan University, working on an integrated approach to analyse programs for evaluation purposes. Doctor Arbour holds a Ph.D. in Public Administration from ENAP (National School of Public Administration) in Quebec, Canada, with a specialization in public policy analysis. He also holds a Master degree in public administration with a specialisation in program evaluation from ENAP and a law degree from Laval University in Quebec, Canada. Doctor Arbour is interested in the study of institutional factors that support the production of effective and valid program evaluation products. He conducted various consultancy works for the development of evaluation policies for public organisations. Doctor Arbour is also investigating the nature of valid reasoning in program evaluation, the terminology of evaluation and the inclusion of social sciences theories to support the analysis of social problems and programs in the pursuit of valid program evaluations.
