Biography

Since April 2006, I have been employed as a Senior Research Fellow (Informatics) by the University of Melbourne, School of Rural Health. My specific area of research and development is the ethical information acquisition for research and clinical information sharing. I have developed the GeneRic HeAlth Network Information Technology for the Enterprise (GRHANITE) technologies. These are currently being utilised for a pilot Chlamydia Surveillance project in collaboration with the Burnet Institute, Melbourne collecting data from up-to 68 sites nationally covering a variety of information systems. These technologies will shortly be implemented across North East Victoria as part of the Centre of Excellence for Rural Sexual Health (CERSH) and also for the Rural Health Academic Network (RHAN).  Negotiations are underway to see the further implementation of the technologies in Indigenous health services. The principal innovation in this technology is its ability to record-link without any prospect of identity exposure. Other innovations are its generic ability to interface to different technologies and to allow proper management of patient consent across the enterprise. Between 1995 and March 2006, I was the senior programmer and the designer of the Diabetes Audit and Research, Tayside, Scotland (DARTS) disease management system and subsequently for the National Implementation of this project, SCI-DC. I have been involved in all aspects of this project including the initial project negotiations and the subsequent establishment and development of the team and wider University teams. Under the auspices of SCI-DC I have held the post of IT manager and subsequently Technical Architect and Technical Consultant. Prior to the appointment of an Operations Manager, I was responsible for the administration of a budget of approximately £750,000 per annum (over £2,500,000 to date). This project started as a simple research exercise and has grown into what is widely acknowledged to be one of the most proficient systems for the management of chronic disease (primarily diabetes) internationally. I have been instrumental in the design of the system in close collaboration with my clinical colleagues and I am frequently asked to present and consult in this area. I am a co-applicant on a number of peer and non-peer-reviewed research grants and am keen to expand my grant and publication portfolios.

My technical proficiencies include all aspects of enterprise-wide database development with particular expertise in all aspects of Microsoft SQL Server. I am proficient and commonly code with C++ and Visual Basic and pick up new languages quickly. I have a highly developed knowledge and understanding of XML and Web technologies and manage teams in the delivery of complete enterprise-wide solutions. I am proficient in the areas of interfacing, data quality analysis, capture-recapture techniques and record linkage methodologies. I also have experience in epidemiology and medical statistics for example case control and cohort methodologies, population selection, confounding and bias. My doctorate is in the area of Healthcare Informatics with a thesis entitled 'Development and evaluation of technologies that facilitate enterprise-wide clinical information sharing'.

Prior to my first degree, I spent several years designing General Practice and Clinical computer systems with my first clinical computer system installed in Yorkhill Hospital, Glasgow, 1986.
